How to reach out to artists and collaborate with them on a project?

Where do you guys find people with similar passions? Mostly IG but how do you start a conversation with them?

My friend has his work online on IG. He has had people randomly texting him from all over the world. He said he checks his messages and depending on his interest he replies.
