Actually I've noticed Nvidia has a build-in record feature when you launch games but I'm not 100% sure what that is. The other thing you do is get a setup for Twitch and just use their recorded videos. Or the classic - FRAPS.

I would use OBS. Simple, free, and you can use it for YouTube and streaming sites such as Twitch.

Since you mentioned that you were looking for the best I have to recommend XSplit Broadcaster but that's only if you're streaming. For just recording games FRAPS would be perfectly acceptable you just have to make sure that you are compressing the videos otherwise the file size can end up being a couple of GB.

For recording and streaming on windows you can use obs its really easy to use.

You can also use shawdow play if you have nvidia.
Shawdiw play is really good quality and optimised.

Ya they included ReLive in last update and i'm impressed with it. It's really good and now you can stream directly from ReLive to any streaming platform.

If you want to stream and record and have some money go with Xplicit Game Caster it's best.

If you don't have money and want to record and stream go with OBS or ReLive ( if you have amd )

If you just want to record offline and have nvidia then go with Shadow Play
