A lot of ways of doing it. Most common one would be to buy armor so you don't get aimpunched (fucks your aim if someone hit you).
It can also depen on map. For example, B is usually easier to take as a T due to the tight corners where Glocks even out USP's one-shot with
the amount of bullets in the clip, and possibility for 1-shot-headshot in close quarters.

On Inferno, the CT B players may want to buy grenades and throw them down Banana at the start of the round to do collateral damage on rushing T's.
On Cache, one CT A/B player might want to buy a smoke or frag grenade, and possibly a P250. The P250 costs only $300 and does more damage than
the other pistols (except Deagle), is pretty accurate and has a good amount of bullets. Though keep in mind it has less armor penetration.
On overpass, B rush is normal, so you might want to buy smoke for short/monster or a molotov to stop rush/wave flank explained further down.

As T, if you have someone on your team you know is good with pistol, you could possibly "tank". The person buys armor, and you buy them a better gun,
making it up to the tank to take re-frags as you enter site first for information (basically sacrifice). The Tec-9 used to be the go-to weapon, but since the
nerf has become absolutely shit. Instead I would recommend either Duals if you can "spray" accurately with it taking out everyone before you have to reload.
If not, definitely go for the P250.

If you do a standard play as T with armor and glocks, you could do a "second wave" if there's alternative routes to a site. First wave of three people enter
site from path 1, then as CT focus on them a sudden wave of people from path 2 come and flank them. This has for me proven great on Overpass.
My team rush B short and two stay out-of-sight in front of monster. As first wave enters, one or two should go towards Graffiti and flank on one side
as CT focus on what is in front of them. As that happens, the second wave from monster comes out and do another flank/shoot them in the back as
they focus on the first flank. After that someone have to instantly hold short, as that's usually where first CT backup comes from (from connector).

As T there's also "the snake", which is sort of like a fake trying to take advantage of early CT rotations. Again on Overpass, T could rush all together
mid and engang the first Ct there. As the one long/site falls back to site and one or two from B rotates to A, you go down connector and swiftly
take over B. Expect there to be always at least one on B site, and then hold heaven/graffiti/short. Once planted, that person should for example
hold monster. On Dust2 this path would be to B tunnels (make nosie), down lower tunnels, up short and to A, with possibly one on A site and one long, or two A.

Never buy a deagle. Just kevlar and glock/usp/p2k. Since the dualies's price went from 500 to 400 you can have one or 2 guys of your team buy dualies for everyone and the others buy armor. Since the dualies are really strong at first rounds.

best way todoit
