HCF? And do you mean a chunk loader plugin(I.E something that keeps specific chunks loaded at all times)?

I would think you could use something such as staff++ as its a nice free easy management system. When I get bored I turn myself invisible and will go sit on a random players head for about 10 min to make sure they aren't cheating.
