No, if you choose a beginner. You don't need to know much of java for programming plugins.

If you really want a professional plugin developer, that will cost you some serious money.
I know turqmelon costs around $75 / hour as he has done comission for me before.

This is not true. Most dev's of minecraft pays as in how much work they did. Example a simple plugin would be about 5$ and a Gamemode plugin would be around 50-100$.
It really depends but if the dev is a full time job and not working with any other servers the payment would be so high as in about 100-300$ per day. Aka not worth it.
Its a block game dont get devs like dat.
