Getting this issue for 4.x setups. I have countless different downloaded versions of installers etc and they give me this
I have php 5 and 7 optional via xamp so not too sure what's up. 3.4.x works just fine. but I want to get a actual working 4.2 or 4.3

Are you using a free or paid host? I'm not an expert in this field, but I do know that if the host is free it could cause conflicting problems! Good luck!

Can you post line 13 of the index.php? It seems the problem lies there. I'm no php expert, but I know how to do basic troubleshooting.

Open the error log and post the results here. Also I recommend using PHP 7+ for v4*
