I agree with having namesteal here with both permanently banned users and inactive users, but I feel like the inactivity period should be around 6 months. If you think about a year is quite some time and even 6 months is pushing it, but I would want to give those users a chance. Thankfully in my case, if this feature was implemented I would be able to steal my username I use everywhere else, Almighty.

  • Either pemanently banned or banned without appealing rights (which is basically the same) or...
  • ...Last login > 1 year ago and...
  • ...Less than 200 posts and...
  • ...no upgrade higher than prime

I would really like this, maybe after a two year mark of inactivity/if they're banned, you can steal it. If they somehow come back after being unbanned or something, that's when it's a problem.
