Implemented Game Cheats / Hacks Setion

I think this will be a nice addition, especially to separate legitimate users and cheating users.
The only downside I see is the eyesight we'll approach, or in other words how much attention this section will get.

Downsides:

- The section might eventually die, there's still an outnumbered approach towards legitimate users, I think especially on Nulled.
- Another leak/resource section which would need coverage from Staff and Cuddles, those often .exefiles are %95 of the time harmful, at least on competing boards.

+ Divides the legit and cheating topics.
+ Easier share of cheating leaks, instead of posting it in the leak tab.

I agree with Jur. Maybe create a role like "Cheats section maintainer" and open recruitation for it, with full permissions only in the cheats section
