No it is not. It is only legal if you have a medical condition. Even then, it's tough to proper papers from the doctors.

It's tottaly not legal, if u get caught even with 1 gram u can get fucked.

Canada has made it legal - technically you can't sell unless you're a licensed dispensary that sells government regulated/approved brands. Allowed to smoke in public and have up to 30 grams in your possession.
