Is Genji Overpowered?

So I can come at this from a perspective of a high ranking player, 3362 is my career high. I do not think Genji is overpowered. He is high risk, high reward. He hits hard, does a lot of damage, but cant take it. He is a finisher style character. With that in mind his literal job is to annoy people.

For basic plays aroud 3k ration is not. Buy when you start climbing higher you see he gets very powerfull in right hadns :D
