Yes. But you can have fun in all chat on many aram games. Sometimes you could just even end up chatting and joking all the game with everyone. Rather nice.
Never had such things in normal or ranked.

I used to play the game back in its infancy, before it got really popular. It took a turn when it was being picked up by a younger and younger audience. Most of that younger audience is probably still there if not on Fortnite.

Just keep your head down and use the mute functionality when needed.

I think it's equal in toxicity to other games. But because there's no voicechat and only text chat, people can capture the toxic chat with screenshots and share it which is why it may have caused the toxic reputation.
I think it also might be because of League's popularity. Non gamer people will play it without exposure or understanding of the overall gaming community and think of it as mega toxic.

Venus is the second planet from the Sun. It is named after the Roman goddess of love and beauty. As the second-brightest natural object in the night sky after the Moon, Venus can cast shadows and can be, on rare occasion, visible to the naked eye in broad daylight

I don't think EUW is all that bad, you get the occasional bumhole but they usually have a reason for flames.
