Is TTT stopped in development

One week ago I want to create TTT server. I already have players base. Well I create really good one (Fix and add spawnable guns, do cool Shop, nice map cycle in one word - BalanceFunVanila server)
But now it closed because server have 12 player max online. Then i check another servers and saw this picture - some servers are full and another are empty.
Opposite situation in darkrp - very easy to get new players.
Well what you think about this.

It definitely is. Everything except RP is dying in GMod
