I'm still running a 1080 on my gaming rig, and while it does great, I really wan to take advantage of Ray tracing in next gen titles. Is it worth upgrading now or should I wait a little while for everything to settle? I also need new hard drives and will likely need a whole new motherboard, RAM combo, so should I upgrade those first?

With the release of the 30 series and the upcoming RDNA2, PS5 and the new XBOX next gen games may require more GPU power to run smoothly. I'd argue it is best to wait before Christmas though, as current supply of 30 series GPUs is non-existent and AMD might have something to strike back.

I always have the opinion that you should upgrade your equipment just when your equipment doesn't meet YOUR standards.

Do you mean the rtx 30 series?
I think it's too early because the new GPUs are stillnot stable enough.

Definitely wait a bit for the 30 releases, the 20's have already fallen in price and probably will continue to, so look at the options maybe next month, when the 3070 is out
