It really depends on the dynamics of the relationship, how they knew each otherand if the older one as power position over the younger partner (like a boss, teacher etc)

I've had sex with a 50 year old while being 20. But that was a one time thing. Being in a loving relationship would make it weird and unmatched, if it's just sex and pleasure, who are we to tell 2 adults they can't.
