Is my PC Good?

I personally think it is not bad but you can't call it good unless you jump 2 gens higher with cpu

First of research about computer specs and you will notice that the clock of ram also matter.
You say things that are not so important as OS but forgets to mention the storage type, the mother board and the ram clock.

But it seems like you have a medium PC, recommend upgradimg your CPU as it seems to be a bottleneck for your gpu. You can test that with msi afterburn while you play a game that requires good specs and you like.

better you add SSD, try samsung.

A decent mid-ranger. You could improve it with a SSD and Windows 10 Pro.
