Is this only russian people or other countries aswell?

Whereever I go in here (Russia) I see people just doing stupid stuff,throwing rocks at windows etc... Is it like that in other countries?

We used to do stuff like that back in Hawaii, where I grew up. But then again we were in the ghetto (poverish). There used to be one cop car, and all of us kids would try to steal a hubcap off the cop car. It was a sort of passage right. Just kids being kids. What part of Russia?
