KINGDOMS alternative

Hey guys im trying to find something,so basically. I played this 1 game on seam called KINGDOMS and i loved it for the most part.
The reason im typing this is the game is not finished and devs seem to have left it behind,so im trying to find an alternative to it.
What happens in this game is that the npcs have their own agendas,like you make a town square and they make their ow houses and farm sell trade with each other etc,now beacuse its not finshed there is nothing to do but make them move in to your settlementand build and that's it.

btw its an rpg so i'm looking for something that lets you play 1st person-3rd person meaning i have to be present (no rts stuff) and no multiplayer please .
I found some games like that but all 2d very bad looking older games

Im heavy on the NPC doing things by themselves and you helping out,building somehing from scratch to a town/empire.

I just like npcs doing things

Fallout 4
Dragons dogma
Kindgoms
mount and blade warband

Im sure you get the general idea

I only have a pc so that might be a bit of a problem anyways if somebody knows something help out
PS: It can be a mmo too but not hardoce on PvP it needs to have buildiing stuff in it
