they are, as you can see from the title, the Ballistic Shields from the Gmod Store.

sheilds are kinda buggy but they work ok i guess

Thank you for Sharing this Addon its very fun to Roleplay now with friends and also if you just fight with friends its very funny to just pull a Shield out and get to another better Position! Oh and its safe.
