Leecher hook

Im searching for something like reputation system

it works like that: if leecher value is on "-" then member cant view attachments or something. the leecher value is incerasing by posting in several subforums like gaming etc and its decreasing when you post in different subforums or download an attachment

its plugin for ips 4 anyone have that?
