Do you guys know how to make an good looking logo with out the skills?

Like I use most of the time Paint.net but they do not provide with much editing
tools that could help make the logo looking good.

Depends on your skill. Bad skill = bad logo. Practice, view tutorials.

You can also download a free ".PSD" template from internet and modify it with Photoshop. The final result will not be as sick as an entire self-made one, but it will be also nice.

It's not possible to make a professional logo from scratch without skill.

Here are the ways you can achieve it:
Buy (or illegally pirate) a logo pack from creativemarket/graphic river

Learn how to use Photoshop/Illustrator using youtube or online sources

Pay someone else to make it? Or for free ?

You can search for good logos from professional designers at logopond.com
Use freepik.com for good quality vector elements to use
Use myfonts.com to find awesome fonts to your logo
no PSD, use only vector graphic - AI, CorelDraw

Using paint net u'll not make a good looking logo, even if you draw the logo from the scratch and the logo became gorgeous the quality to export is shitty.
also, without skill you'll not make anything, you need to learn thing to do things.

Well, you could get a crack of photoshop and start learning. I have a crack, I'll post it with how to use it if u want
