It clearly says it is a MyBB theme.
He is in a section called Xenoforo under Forum Resources.

Oh wow. that's an unusual theme. I kinda like it. Really interested in seeing how this turns out.

I scrapped that layout did something similar.

I think this one looks more cleaner IG :D
added that yellow key icon as a login drop down for more simplicity.

The header is fixed just a personal thing of mine..
