Master Yi is a hypercarry, meaning that if he gets fed he can absolutely smash an entire team, however if you cc him you could kill him due to his relative squishiness, furthermore, if you don't allow him to farm/get kills, he won't have the gold/xp necessary to be a huge problem. Since low elo players don't realize the potential or danger of Yi, I recommend banning him because losing just because your team dies to a single enemy lots and he can then 1v5 is definitely frustrating.

Master Yi can carry games if its in the hands of someone who knows how to carry a late game with him. He is so strong.

I hear this so much, but you are wrong, if you pick a team with high mass control, he can play. I am a master yi main, and this is so true. The enemy has a shen, volibear/rammus, syndra, senna and leona/morg and you cant play with yi xd

I mean... you can say it about AD Yi, but have you seen him when you could build AP?

I don't know about Master Yi. I tried him for a while when I was gold and he was quite good. But once you hit a higher elo he really just doesn't bring enough to the table. HIs gank potential early game is big yikes. The only good thing is his efficient and fast clear. I kinda think of him as a situational champ as most teams require the jungle to have high cc and great utility.
