Mastered Super Saiyan vs Unlocked Potential (Mystic Form)

I want to see this debate we all know that Akira Toriyama stated that mastering super saiyan can increase it power beyond ssj3 which makes it stronger than ssj3 and we also know that mystic Gohan is the strongest unfused character in Dragon Ball Z during the Buu saga which makes the unlocked potential by elder kai stronger than ssj3, but which form is truly stronger. We seen it in action with Goku vs Cell but it wasn't fully mastered at that time, but if it was fully mastered when the Buu saga started then which form will be stronger mastered super saiyan or Gohan mystic form.
