Planet Minecraft has a lot of sub forums with active developers, its been a while since Ive owned or ran a MC server but I remember last time I did I found all my building, moderating and development staff through using PMC, could be worth taking a look.

you can contact the most popular creators on curse forge, Im sure they'll be happy to help you in making your mod for reasonable prices

Use the advices from the other replies but just dont go on popular servers and spam it in chat. There are no good developer anyway.
