I heard that you just couldn't sell items anymore. like 1$ for a sword type shit lol

The ranks and shit in a server is to pay the host. Not to make money. Of course huge servers make money out of it but common, you're never going to become the owner of one...

A ton of server still do that? Im confused MCPE does it MCPC does it as well im assuming?

Well, create a server. Use any kind of market plugin like Buycraft or DonationStore. Then make it popular, first invite some friends to play then tell your friend to advertise the server, then do a lot of giveaway, and so on... Eventually, people start to buy stuff from store. That is my opinion

Search up EULA compliant plugins, you can basically offer perks like pets that follow you and attack mobs, or give useful abilities to people.

Try to put ad's on the server and u will get sponsors and get 50% of all ranks every Sunday and u will earn so much money!
