My CSGO keeps getting packet loss (30%-50%) spikes about every 30 seconds.
It keeps spamming this message whenever it happens.

It's not my ISP since I tried other programs to check packet loss for about 10 minutes and its says 0%

I have the exact same problem the way you describe it, after 2 two second spikes I get a third one with the red connection problem 25 second message in the top right corner and at 19 seconds left I get disconnected for no reason...

Youre gonna have to fix your ISP stuff. Cause packet loss isnt about a good computer. Its about a good connection. Try connect to a different port if youre using ethernet. try getting a different wlan card if you use wifi to play (big mistake). otherwise, you might have to get better internet.
