[PLUGINS?] New look for user information.

I would like to know how I can add it.

1. Different backgrounds for avatars
2. Effects on nicknames
3. Icons next to the nickname
4. Achievement system

All this is added with plugins? Is there a link here on the forum for me to add such items to my forum?
