Pointshop 2 Betting System DLC & working HatsChat 2 please?

I tried downloading a HatsChat 2, but it didn't work. The text wouldn't come up when I tried to type something in. I also couldn't find a third-party add-on called Betting System for Pointshop 2. Any help would be greatly appreciated!

I really have a hard time putting it in my server, I don't really understand someone could help?
