Post Limit (Please read)

Today, I was browsing this forum and I noticed something odd : some users (to be exact, they were only 2) spammed the forum to get their 15 posts, download what they need and leave. Could we have a "cooldown" or something similar to avoid this ? For example, whenever someone publishes something, that person will have to wait 5 minutes to post again, and if they 'abuse' this system, they can be 'muted', or in worse cases, get banned.
I don't know if this idea has been suggested before, but if it did, then i'm sorry.

We have daily limits to stop people from leeching. Cooldowns would hurt our other active users.
Just report them, as easy as that.
