So I am currently looking to by a racing wheel but I don't really know what to choose. My budget is $100-400.
I would really like recommendations within my budget.

Thanks.

P.S. I play on pc.

logitech has a nice wheel, shifter and 3 pedal setup.

You can get a Logitech steering wheel, pedals and gear stick for 200.
Logitech is a good brand within that Price Range and very trustworthy with their products.
Plus, you're getting 3 extensions rather than just the 1 to make it much more fun.

I would go for a Logitech G920 or a Thrustmaster wheel.

Logitech G29 for sure. Also good for future proof.

I use a G29 and Fanatec pedals. Equipment won't make you fast though. It's all about that practice.

if you can get one: logitech g27, if not, g29 that are the best ones
