Riot's Balance Issue

I personally started to think that riot buffs/nerfs champions depending on pro players what do you guys think ?

Riot trying always balance to game, so hard work for all balanced skills and dmg at early / mid / end game.

Teemo? I hate this incredibly stupid hero from that little fool riot balance is broken.

they should have 2 versions of each patch, one for pro play and one for us casuals, it would make the game a lot more balanced.

Qiyana needs to sway more, is the only character I see broken
