Serious Which is a Better Stance Against Child Porn?

Which is better:

> Setting an priority on protecting real children
OR
> Setting an priority on persecuting pedos

Here's the big difference:

> Protecting real children as a priority means allowing content such as Lolicon, GAN/AI-Generated child porn, and others, while focusing on relieving real children that are under negative effect of this industry from their current conditions

> Persecuting pedos as a priority means not allowing any sexual content resembling/related to underage or underage-themed humans, and focusing on "catching" people who watch this type of content first and foremost before anything

These two stances are both seen in many real world policies, and I know many people will have a strong opinion towards one or another
Which one do you guys think is a better stance?

As I've learnt from my line of work, protection of children is the best option.

A vast majority of child sex offender show no remorse even after being charged. A lot of it comes from a similar trait of narcissists having a sense of power and control when committing these crimes so that sense of control moves into their mindset against the law thinking they're better than it.

On the other side of the scale, it's common for child sex offender to have a learning disability such as under developed mental age or severe autism to the point where they genuinely can't understand what they're doing is wrong so persecution of them is pointless as they would find it difficult to understand what they're being punished for.

Yes there should be punishment and jail time for child sex offenders, but there needs to be a large push on protection and education of children about being safe especially online
