Maybe wait for the new generation of 11xx nvidia card before change your gtx 970

GTX 970 is not bad at this time, i have a 950 and still work fine with almost all game of today, you should keep it, for exemple to mining

try to use gtx980 it's very very good Gpu at the moment

Its depends wha kind of game you're going to play if you're ok with medium or low settings you're good.

If you aren't getting artifacts or anything then no, but if you are seeing some issues in performace then yes the amount of detail in the newer graphics cards are mind blowing if your PC can handle that sort of thing.

The 1180 should be dropping out later this year before 2019, i'd suggest to either keep the 970 if you don't have enough money or if you can buy a 1080ti and resell it and then buy a 1180

No, it`s a realy good Idea to change, but keep it until the new gtx line, it will come soon. Gtx 970 is already old and can`t run in ultra a lot of games
