Then they'll just spam more. A forum with content like this is always going to get "these types" of people, so raising the post count doesn't make a difference. Only way to do that is probably through a paygate, which isn't fair. The simple thing to do is to ban people with the wrong mindset, and looks like you're on track for that if you keep thinking that way. Spam is bad, leeching is bad. You should know better than that.
