Recommend to purchase with VPN, but if the currency you want is already there no need to.

I've been doing this for like a year now and I've seen no impact on my steam account, just don't change it too quickly and you'll be fine.

Sadly in some countries like South Africa and Russia, it's locked and will give you a week until you can change it again.
If you're looking for even cheaper games, as long as they're slightly older, you'll find them on Humble Bundle and G2A
