Yes, the availability of knowledge and the fast, wide network of the internet will probably stop a lot of these things from happening, but that doesn't mean that governments won't try it anyways.

I get mad to a point to where I take a step back and realize (in a general sense), that these things shouldn't come to a shock. True permanent world peace is not likely to impossible. It's in our human nature to be curious and sin. This leads to advancement. And this advancement will lead to our demise. War is inevitable, it's only a matter of how it starts, not when.
