TeamSpeak 3 NPL question

Hey,

my main server has just like about 10 clients but I want to create another TeamSpeak 3 server for my old school friend (so he doesn't need to pay for one)

I got everything they want e.g. domain and custom e-mail and so on but I dont have a userbase.

Do I still can get a license?

As I can read, your problem is this:

I think that it's clear... without user base you won't get the request accepted.
