The fps boost texture packs are working?

Yes, i think some texturepacks works for FPS boost. But i'm recommending to get a mod that can give you FPS boost, Try out "BadLion" It might be better than a texture pack.

Also use Optifine and reduce some quality settings

16x16 texture packs help, oh and yeah fps boost texture packs work... they reduce textures that minecraft needs to load i think??

Get FPS+ too, it REALLY helps with Performance on Potato PC's, believe me, i've been there

fps texturepacks arent gonna give you more fps, The texture pack is most of the time 16x16 so it wont take your fps away you mayby get 5 fps more or somethink
