Why not create a client portal and then use dropbox to store the data?

or setup an FTP Server

you can use dropbox for file requests and email them or share a link with them. This would save some stroage space on the server since video files can get pretty huge.

Also would be a nice way to have an offsite backup of these videos. You can then drop them on your desk top keeping the origionals on dropbox.

There are existing cloud based services that can do pretty much what you are asking here, you don't need a fancy website to handle the technicalities of uploading videos or downloading from it unless you are keen on abstracting everything under your desired brand.

I am personally a fan of proving a concept before investing in it, so I would suggest you leverage cloud services (google cloud, dropbox, etc) alongside numerous available clients that would enable functionality similar to that you are asking (using such services as the cloud storage) and simply focus on building a simple website (maybe wordpress).

I'm trying to be as simple as objective as I possibly can here, if that isn't enough for you to get a head start, then you are likely needing more guidance, at which point I would suggest hiring someone or consulting with a friend who would point you in the right direction... but if you ultimately lack the time or patience to understand the technicalities behind how you want to setup your services then you are probably better off paying someone to do the work for you so you can focus on your clients instead.

Cheers,
Red
