Basically a card. You add it (pref. aged account with purchases) and you buy stuff. You have to warm it up thoe. 50$-100$-200$ etc. (purchase-wise price)

Can I add to an account from any country with account in Amazon.com? or it's country specific?

Also, can I use them with new accounts?

Vouch, seller was quick and open to answering questions. According to the seller, I have to wait 24hr to use it, so I will update here with whether it works or not.

Yes, it does work, as one of my orders was processed (through Amazon Pay). There's a few limitations and you will need to wait to use it, but it definitely does work. GLWS OP

Vouch, seller was responsive and quick on them answers.
Explanations on how to use the card where understandable even though there were some questions regarding the first orders.
Haven't tried Amazon Pay yet but amazon alone has enough items to get.
