My Question is That What PC Is Best Under 350$ To Play Games At 25-30 FPS

Sorry, you can't really get that quality of a PC under $350, sorry.

I have an 800 pc and it plays anything I throw at it at 60-70+ fps at 1080p so you should try and gather money over however long to get one that runs everything you want it to

A custom build is the way to go. Spent about $1500 on my build and around $2200 on my whole setup. $400 upgrade every few years to keep this bad boy able to handle anything I throw at it
