What do you do when steam is down and/or your internet is down

Probably just smoke a blunt and listen to some chill ass music in muy room

They made mature sites for a reason so you better use that phone data.

Get out or read some books that i have in the desk room

I usually jack around with my Gmod server, trying to continue developing when I'm bored.
Or I play CSGO offline, maybe CSS if I feel like it.
Prison architect maybe.
If all else fails, I take a trip back to singleplayer minecraft.

taking care of the garden, playing with the kids, practicing some instruments, watching downloaded movies, playing offline games, reading books, visiting friends... way too many things to do :)

what i do is going on my phone with 4g or call with people so i dont get bored
also what i do is just doing things for my mother and cleaning my room etc.

I'd honestly just watch some tv or pull out my dvds and have a movie night. The best time is when the power is out because I can pull out my projecter and watch scary movies

go for a hike and end up at the gym or smoke a nice joint and sleeeeeeeep

loaf around and find something else to do, netflix or youtube usually fill the time pretty well.
