In what terminology of "editing" are you using? If you mean simply messing around with levels and such, then Lightroom, however, if you mean heavy photo manipulation, then Photoshop.

As stated above. If you want to heavily edit a photo I would always default to Photoshop. It is quite easily to use, in my opinion, and there are loads of tutorials if you do not know how to do something. A free alternative would be something like Gimp (I think it is called that?) It is basically Photoshop minus the branding and some of the fancier features. Bu again, as stated before, it depends on what you deem as editing.

For starters, it depends on your usage and exactly what type of work you wish to do. If you are planning on doing simple editing such as contrast correction, levels, etc then an application such as "Lightroom" would suffice. Though if you are planning on doing any form of heavy editing such as photo-manipulation or design stuff like web elements, headers, prints and so on then Photoshop or GiMP is advised. If you are planning on making specific shapes, elements, etc for print or web elements (such as logos) then Illustrator is advised.

There isn't really a 'best' photo editor. Most people will say Photoshop or something similar, but that's not true. It all depends on how well you understand the programme and how well you can use it. I've seen people download Photoshop who have no idea how to use it, and their images look worse than what people can make on paint.

Most people seem to have already gave you the correct answer, Photoshop is what you need in terms of heavy edits. Hard to master though.

"Best" is usually a term used when someone wants to know which program can give them the most effective tools for the job they plan to do. I mean, people can draw near photo-realistic in Paint, but they can also do so in Photoshop and usually have an easier time in Photoshop thanks the amount of tools at their disposal.

Photoshop is the "best" editor, but it's paid.
I think Gimp is the "best" for free, but that's just my opinion

Just adding this in here. There are ways to obtain Photoshop for free, albeit illegally and you won't exactly be able to easily update to the newest version whenever an update rolls out without some form of problems.
