What's Admin better to use? ULX or ServerGuard or another admin

I need your opinion about that, because I am creating private server for my friends, but I need admin stuff to limit abuse.

I've always been using ULX, there are a lot of addons for it so I see it as the best one to use atm.

I already use ULX more than 4 years and I will tell so this system is very simple and easy in the use. So my conclusion ULX.

There was a old menu called "Evolve" which was greatbut that broke and so has most admin menus. ULX has been the best 1 recently and has more features than most others.

i would go with ulx and it is the most known with most admins

you should look into xAdmin, yes it cost but it includes so so so much, like tickets all the commands and admin tools you would need just for a price which isn't really that bad.

Server guard is the best because there are a lot of fonctionality

ULX has all the functionalities that any admin can and will ever need. But be careful with who you grant the permissions, as one with permissions for ULX can screw up your server really bad in seconds.
