The way that modern screens work where it just flashes a new still frame every however long your monitor takes to refresh. For most monitors they refresh a frequency of 60Hz which just means that in 1 second that image of your monitor gets updated 60 times. If you want the bare minimum amount of frames before it isn't smooth then you can play the game at 15-20FPS but like I said before most monitors refresh 60 times a second which means that you'd want at least 60FPS or more depending on your monitor. If you're building a new computer remember that Minecraft is a very CPUbound game so you'll want a fast CPU. However Minecraft is also a single core game which means that having twelve CPU cores in your computer may sound nice but Minecraft is only going to be using one of those. So if you're only using this computer for playing Minecraftlook for a CPU with a higher clock speed. That's the one that's like3GHz. Along with the CPU you'll also need a graphics card that can run something called OpenGL 2.0 so that you don't need to upgrade your computer again after the next update
