Obviously, this question is entirely unanswerable from a player standpoint rather than pure damage. Every gun in csgo is entirely situational and if used correctly can turn the tide of the round. If you don't have money for an awp then you could use a scout to still have that sniper/long distance advantage.

Well of course AWP is the better one, its 4x as more expensive, if we are talking about cost-efficency i would still choose the awp, the scout just fallen and fallen in meta with the nerfs that one time where the jumping accurasy decresaased

It depends on your playstyle, if you are good at playing safe the AWP is a good option and the Scout is cheap, and in my opinion does a good amount of damage.

Scout, because it's simple to headshots and low price
