The one I have played the most is the elitelupus servers, but recently they went more P2W than ever, allowing players to get every broken weapon/armour in the game. If you want a very simple experience, try Cloud gaming, or something more chaotic, maybe FudgyRP? not well moderated but have a couple of cool things i guess

Mostly sticking with clockwork framework half life 2 roleplay servers. Like https://www.hentai-heaven.net , it is new but still need improvement from dev side, but its fun.

Honestly either Emperor Network or Metaconstruct, both sandbox but IMO the best gamemode
