Linux definitely recommended for development - it's just so much easier and well integrated compared to Windows. All of the build tools available on Linux make adding libraries quick. I mainly use Window's for gaming, and general work.

Windows suits ordinary users. Linux suitable for professionals and servers

Both. Linux for servers, Windows alongside Linux for the desktop.

Direct X is faster than OpenGL.
Wayland for Linux is not yet faster than the slow and ageing X11.
