I would. If it's got an awesome community with unique experiences plugins don't really matter.

From experience survival servers are very boring. why would people want to chose your server over the thousands of other survival servers?

Don't use mods, use plugins They really improve the experience of gameplay without players having to install Forge, Forge just slows down your machine.

I would play on a survival server because this is why I play minecraft. Me and a couple of friends open a lan server once in a while and play for some time, then we take a break. I hope your server will get enough players.
