[XF1] [AL] No gif avatar

This is a small add-on that simply disallows GIF avatars on your board.

The add-on does not check and disable already existing avatars, but only the new ones.

The error message shown when a user uploads an avatar can be customized using phrasealnga_please_no_gif_avatar
